Research Professor, Secretary General of China PPP Consulting Association

Member of the PPP Advisory Committee of National Reform and Development Commission of China, Deputy Councilor of Chinese Society of Technology Economics, and Director General of the Research Center of China International Engineering Consulting Corporation.
Dr. Li obtained the Bachelor of Science degree from Zhengzhou University in 1988, Master of Economics degree from Nankai University in 1991, and Ph.D. in Economics from the Faculty of Population, Resource, and Environmental Economics at Renmin University of China in 2009.
Dr. Li is the team leader of the Urban Rail Transit PPP Standard Research Project at UNECE, advisor of think-tank alliance of SASAC under the State Council of China, member of expert committee of PPP research Center at Tsinghua University, and visiting scholar at Stanford University in the U.S.
Dr. Li Kaimeng has published over 20 books and over a hundred dissertations. His research achievements have won one Gold prize for young innovators at the centrally-owned enterprises of SASAC under the State Council, two First prizes, five Second prizes and five Third prizes for excellent research achievements at the provincial and ministerial levels including that awarded by the National Reform and Development Commission, and over 20 awards for excellent achievements by the China International Engineering Consulting Corporation and the National Engineering Consulting Association of China.
Dr. Li Kaimeng has over 20 years’ experience working in the public-private partnerships (PPPs), undertaking a large number of policy research and project consulting engagements, and is highly experienced in the feasibility study, financial, economic and social assessment of investment projects, financing planning and consulting for sustainable resource and environment development, regional economic and industry development planning and consulting.
