Kirill Ratnikov graduated from the law faculty of the Lomonosov Moscow State University, earned his Ph.D. from the Institute of State and Law of Russian Academy of Sciences, received his LL.M. degree at Yale University (United States) and studied European Union law in the Netherlands (scholarship of the EU). For more than 20 years, he worked at major international law firms (for eight years as a partner) before he joined Rosatom Overseas Inc. (State Corporation Rosatom) as vice president responsible for project finance and EPC construction projects of nuclear power plants in Africa, Middle East, Latin America, South-East Asia and India.

In 2017 Mr. Ratnikov was appointed Senior Counsel at Akin Gump Strauss Hauer & Feld, LLP responsible for PPP, EPC and project finance transactions.

Mr. Ratnikov also serves as Professor at the PPP Department of the Finance University under government of Russia and Associate Professor of MGIMO University.

During his career Kirill has participated in more than 100 mergers and acquisitions, and in all significant PPP and infrastructure projects on the territory of Russia and the CIS (more than 40 projects in total), including in Kazakhstan, where he was managing partner of Astana office for 2 years. He also worked on major nuclear power construction deals in 11 countries.

Kirill is one of five drafters of the original Federal Concession Law, and holds memberships on the Expert Councils on PPPs and Infrastructure of the State Duma (Russian Parliament), Russian Union of Industrialists and Entrepreneurs (RSPP), Vnesheconombank (VEB – Russian Development Bank) and others. Kirill provides expert support in developing legislation on project finance and PPPs in the CIS (including Russia, Ukraine, Kazakhstan and Belorussia) and several Russian regions. He is the author of two books on global offerings of securities and privatizations and co-authored several books, including a textbook published by International Finance Corporation on corporate governance in Russia. Kirill also serves as an independent Director of a Russian bank.

Kirill Ratnikov has been ranked for the last 7 years in the first tier experts on PPPs and infrastructure in Russia. He is also known for his work in Kazakhstan and the CIS. Kirill is also highly positioned in international and Russian legal rankings in the areas of mergers and acquisitions, construction, real estate and project finance.

In 2018 Mr. Ratnikov was appointed Of Counsel at Rybalkin Gortsunyan and Partners (spin off from Akin Gump) responsible for PPP, EPC and project finance transactions, prior to that he was employed as Senior Counsel at Akin Gump Strauss Hauer & Feld, LLP.

He is a Member of UNECE PPP Business Advisory Board since January, 2014.
