• Manifest in lieu of Cargo Declaration
• Minimization of dwell time of air cargo
• Minimum documentation for aircraft arrival/departure
• Nature of goods not on Manifest
• No General Declaration for air transport
• No Passenger Manifest for air transport
• Simple cargo handling procedures
• Use ICAO standard General Declaration, if one required
• Use Standard Manifest for air cargo, if one required
• Use Standard Passenger Manifest, if one required
• Waive presentation of individual documents for export cargo
