Development Director 
Skanska, United Kingdom

Chris is Development Director for Skanska Infrastructure Development (Skanska ID), an operating unit of Skanska AB, one of the world’s leading construction services and development companies. Skanska ID develops and invests in Public Private Partnerships in countries where Skanska operates.  He is currently responsible for the development and delivery of PPP infrastructure projects in the UK and Central Europe.
 
Chris is Chartered Engineer and a Member of the UK’s Institution of Civil Engineers and has degrees in engineering and management from Surrey University and Cranfield School of Management. He has over twenty years industry experience and has been active in the development and implementation of privately financed infrastructure since 1997 primarily for the private sector party. 

Chris is experienced in the identification, appraisal, viability, development and commercial management of privately financed infrastructure in the transport, utilities and defence sectors with projects based on both demand related payment risk and availability related payment risk.  His experience includes project assignments working with clients, finance, legal and technical advisers developing major projects, together with corporate roles in the identification, development, approval and management of sponsor equity participation. 
 
He joined Skanska ID in 2005 and since then has been responsible for building Skanska ID’s involvement across the highways, highways maintenance, street lighting and waste management PPP sectors in the UK. Since 2013 he has also been responsible for Skanska’s PPP activities in Central Europe.

He is a Member of UNECE PPP Business Advisory Board since January, 2014.
