THE PEP work plan (2009 - 2014) was adopted by the third High-level Meeting on Transport, Health and Environment held from 22-23 January 2009 in Amsterdam. It is enshrined in the Amsterdam Declaration "Making THE Link: Transport choices for our health, environment and prosperity" which sets out four priority goals and outlines 3 new implementation mechanisms by which to attain them.
