The Bureau reviewed quality frameworks and principles in February 2006, when the European Statistics Code of Practice was just endorsed in February 2005.
Outcome of the review
In June 2007, a CES seminar discussed Increasing Efficiency and Productivity of Statistical Offices and several issues related to quality frameworks and principles.
Related initiatives
The Committee for the Coordination of Statistical Activities (CCSA) published in November 2009 Guidelines for the implementation of quality assurance frameworks for international and supranational organizations compiling statistics.
In June 2012, the Conference held a CES seminar on Implementing the Fundamental Principles of official statistics, originally developed and endorsed by the CES in 1992. The seminar provided input to the UN Statistical Commission led process to update the preamble of the Fundamental Principles. In 2013, the Economic and Social Council (ECOSOC) endorsed a resolution on the Fundamental Principles (E/2013/21), as endorsed by the UN Statistical Commission in 1994. The General Assembly endorsed the resolution (A/RES/68/261) on the Fundamental Principles of Official Statistics in January 2014.
In July 2014, Eurostat, EFTA and UNECE organized a Strategic Management Seminar on Quality Frameworks for the countries of Eastern Europe, Caucasus and Central Asia.
