Fostering dialogue and cooperation on industrial accidents prevention, preparedness and response

The beginning of November marked the thirtieth anniversary of the Sandoz accident, one of the worst transboundary environmental disasters in the UNECE region. The end of the month will see the Conference of the Parties to the UNECE Convention on the Transboundary Effects of Industrial Accidents meet to reaffirm a commitment to cooperate to prevent such accidents from happening and to minimize their impact if they do occur.


Taking place from 28 to 30 November 2016 in Ljubljana, the meeting will open with a seminar on fostering implementation of the sustainable development agenda for industrial accidents prevention, preparedness and response, organized jointly by UNECE and OECD. Speakers from Governments, international organizations and industry will share their views on how their work on industrial accidents prevention, preparedness and response can contribute to achieving the goals set out in the two global frameworks adopted in 2015: the 2030 Agenda for Sustainable Development and the Sendai Framework for Disaster Risk Reduction 2015–2030.


Draft amendments to the Convention, including on strengthened public participation and the opening of the Convention for accession to countries outside the UNECE region, will be considered for adoption. Participants will also discuss guidance on the safety aspects of land-use planning; the strengthening of cooperation among researchers, responders and policymakers in technological disaster risk reduction; and the prevention of accidental water pollution and its transboundary consequences. The meeting will also serve as a platform for the launch of a project aimed at strengthening industrial safety in Central Asia, funded by the Russian Federation for the period 2016–2019.



The ninth meeting of the Conference of the Parties will gather around 150 government officials and industrial and chemical accidents experts.
